It will take 1 or 2 weeks. If your site will not be back in same Ranking within 2 weeks. Then it is still violation google webmasters guidlines..

Remove the duplicate content from your site and write the unique content for your site including all features like relevant keywords, keyword density of keywords.

Also, this page received a PR increase to 4 when it was a 3 so I still feel as though I dont know exactly what the next steps are rather than to submit reinclusion and lift the penalty off of my site.

No, Google will not Reply you... I think you have got a message in your message center at Dashboard from Google.. Everything is clear in that message..
