Penalized for Changing Website Format?

I'd like to quickly start a website that will contain articles and links to eBay auctions. Eventually I expect the website content to grow so I can envision changing the format of the site to accommodate the increase content. From a SEO perspective will I be penalized for changing the format of the website? Would I be better to start with my long term goal for the website and have the content grow into it?

if minor change, then there will be no issue. but if you make a major layout change along with content, then there will be a temporary flactuation in ranking which you can overcome with some link building

Format change of website will not make any changes in terms of SERPS in my point of view. But as sultanofseo and scubita mentioned big changes can effect ranking but you can overcome it easily.
