Dav, you can withdraw funds from your paypal account by opening a US account legally. Just a bit of a hassle to get it setup, but once you're through that, withdrawing is a breeze.
Hopefully you are right about it because for some people it has been ONE WEEK. It is ridiculous that they still cant fix the problem by now. You can use a buy now button instead of asking your buyer to send you the money. However for those subscription payments, you have no choice but to wait for paypal to fix the problem and hopefully they WILL fix it before the fund expired (30days) It is really annoying reading the email from paypal: "You've still got funds! On May 11, 2007 you received $XX.XX USD from . If you do not claim your money by Jun. 10, 2007, this payment will be cancelled and the money will be returned to 's account. ............. "
It is ridiculous that they can not even understand the problem , they are still sending "You don't need to add a bank account to accept a payment" mails to me.
So far, i didn't receive any email from paypal, but its seem that the system is back to normal for me. Now i can accept or deny payment without going through the add bank account page anymore. How about others whom are having the problem previously?
My problem still continues , Paypal Support can not even understand the problem , I should look for other options. They has to understant at least why the money transfers for these countries dropped on these days.
A little too early for happy and celebrate.... the problem recur again.. man.. i hope that fix it fast. Can't even do some transaction or new purchase...
On the 16th day of the problem paypal could not find a solution to this we are stil taking don't forget to accept the funds mails but ironically this problem persists. But at last paypal could understand the problem and some people took mails that the problems solution is scheduladed on the end of May but this is too long for a financial firm , any capable financial firm would understand the problem on the first day , I lost my trust to paypal and should look for alternatives.

I noticed that sometimes the deny button works, and it won't even bring you to the add us account page. Weird. I'm wondering what is the real reason of this and for how long it will takes. Not much story or articles mentioning about this issue. I just wonder why?
The problem is solved today at last paypal users from Turkey Costa Rica Dominican Republic Iceland Israel Luxembourg* Malaysia Venezuela can now accept funds without adding a us bank account.
Am glad that it is fixed now. Now can start doing more business which i cant do since the day paypal had the issue.
Happened to me. they don't tell you that when you are putting money into the account, only when you want to spend it. Even if you want to spend it at a verified Pay Pal account online. Its a fricken racket, and it pissed me off so much after talking to costumer service, that I have a Pay Pal account with $150 sitting in it, that I refuse to add another bank account to it. I can't spend it, and it just makes a few bucks in interest every month. I'm going to ride it out until it doubles, and them withdraw it. I am very patient. See you in 2020.
