today when i logged into my paypal account to make a payment i received this message,"Your account access is limited. Learn how to remove this limitation."
and he reason for ti was given as third party account access, though i did write to customer support,
does anyone have any idea how to resolve this, and the reason for such a thing.

I believe what they mean is that your account has been flagged because it may have been accessed by someone with an IP address which is not from the country in which the account is registered as.

They should tell you what you need to do to verify the account. Most of the time, what you need to do is to send them a copy of your government-issued ID, passport, credit card bills and/or utility bills. Once you do that and prove you are who you say you are, your account limitation would be lifted.

i did access my a/c while on proxy, i guess that would be the main reason.
and i did write to customer support explaining everything. hope it works.
and thy'd asked me to add cc to verify. but i don't have cc. thats the min problem. though i have completed the other steps to resolve the issue, change password, and change security quesiton.

Yup, accessing through a proxy can definitely do that since it is explicitly prohibited in your user agreement with Paypal.

You definitely need to have an Indian-Bank issued credit card to verify. If you plan to use a VCC, you may get into trouble when they ask for your credit card statement.

That's not true. Of course you can travel and use Paypal. Just before you travel, just contact paypal and tell them which country you would be in for which period and they will note it for you. I've travelled and contacted paypal about it and they are okay with it, each time they just place a note in my account.

You however cannot access Paypal in a non-supported country. You cannot use a proxy too.

that sucks alright, but i think thats the price we have to pay to keep our money secure. i had used paypal for quite long and didn't had any problem, except this one and i think its bcos of my carelessness. i guess.
well, what i can say, it is a kind of experience which i don't want to repeat :).
