Paypal won't accept dispute

    I am trying to dispute something from two months ago. I sent someone $100 in advance to code a site for me and would send the rest of the money later, they said they would have it finished by now but haven't contacted me in a month. I sent a dispute asking for my money back or to finish the site at a discounted price since it is already way late and paypal will not accept it.

    How come they can't accept it?
    What other options do I have now?

    Well, if you read the User Agreement https://www.paypal.com/us/cgi-bin/webscr?cmd=xpt/UserAgreement/ua/USUA-outside#pbp-policy , you would realized that you have to raise the dispute within 45 days and once the windows is closed, you lose that right to do so.

    Your only option might be to raise a chargeback with your credit card which you used to pay for this. But doing so might put your account is very bad light as if the money has been withdrawn, the party who would be returning the money would be paypal and not the one you contracted who would be enjoying your money at paypal's expense.

    I am sorry I got scammed out of over $1,000 USD from stupid charge backs on scripts I sold.

    If you've read what you are protected against, you would know that digital items don't count. You should really be blaming the dishonest people that you've sold to, not PayPal.

    No, I was selling and people took there money back after I sent the script. This was like 2 years + ago, so I think they changed that now?

    Even in real business, businesses do get cheated and scammed. The ones who scammed you are your customers and not paypal. Paypal is just the conduit which facilitates the funds transfers.

    If you use wire transfer and send money to someone to buy some goods and it never arrived, do you blame the bank for cheating you because that is effectively what you are saying.

    Paypal cannot go around checking every single of their members. They do random checks but scammers just find new ways of circumventing the rules. Paypal trust that their members provide real information and to be honest.

    You see here in DP where people recommend using fake details, vcc and all those fraud tools.

    There is no way to determine that a digital item or service is provided and that is why Paypal does not provide any protection for digital items. You should know that as I am sure everyone would have known the rules. You should never use Paypal to sell any services or digital items, anything which cannot be verified using a 3rd party courier service with online tracking.

    Next time, do your due diligence on your customers before you deal with them. It is the onus of the seller and buyer to do their checks since they are the ones who are parties to the deal. In the end, you do have some part to play in the dealings with dishonest people.

    Yes, but I have been with google checkout and collected a lot of money, never got scammed once.

    Of course, the difference being that Google Checkout requires customers to use credit cards while with Paypal, you see that a number of people here verify using VCC and do not even own a credit card or bank account or even are underaged and so on.

    Personally, I do not like Paypal and my short experience using it last year yielded more heartaches so I abandoned it and use Plimus.com instead which worked out great. I just wished there was an option to not accept paypal payments and it would certainly be great.

    Yea, I found out about that 45 day rule after posting this. I would leave paypal in a heartbeat if it wasn't preferred on eBay. thx. . . continue on with the side conversation. xD

    Ask them, 2co.com also does this. I think its great because I dont have a paypal account but can still accept paypal.

    Actually, Plimus accepts more than just Credit Card and Paypal. They too accept mail-in check payments, Purchase Orders and Local Bank Transfers as payment options. The later cost a little more but at least it makes it convenient for you to handle a wide range of customer base.

    As MarcL has aptly mentioned, Plimus supports Paypal payments too so you can still redirect your paypal customers to pay you through Plimus. I find that because Plimus requires the customer to provide full information, ie Name, Mailing Address and Contact numbers, the level of frauds actually falls quite drastically. I am also sure that they will match paypal customers to their stated country and their IP address to eliminate one more level of fraud.

    Paypal is able to offer a much lower fees compared to their competitors because they did away with a lot of the fraud detection system but merely do random checks on randome accounts.

    When your customer clicks on the order page which you generate through Plimus, they will be prompted to enter their personal particulars and then select a payment option which includes Paypal. they would be required to use their paypal email address and the rest would be self-explanatory.

    i sell digital products through paypal... but if you read everything on paypal help and TOS, then you can be untouchable.... my customers cant chargeback from me or setup dispute from me.... but i have spend several months reading entire paypal site and seveal other forums and blogs... and so i dont tell my secrets to anyone.... but i told you how i find out all that info... so even god said those who seek shell find..... :D so start searching the net to become untouchable at paypal.... and yes its true you can be untouchable at paypal....
