You cant withdraw any money from paypal if your accont is unverify. And any money send in an unverify account will just stay in there cause your witdrawal balance is 0. Until you verify your account dont ask any money to be send in it.
someone told me that he withdraw ed 18 $ in his unverified paypal y'day. i dont know if it will reach his ac though as for the fees they chqrge 50 desi rupiya n min amt that can be withdraw ed is 10 videshi mudra so in 'sanshep', u can withdraw in an unverified ac BUT AT YOUR OWN RISK hope it helps ! cheers!
You can withdraw $500 , if you have an unverified account. For more then $500, you need to verify your paypal. Paypal charge Rs.50 , for the amount below Rs 7000. So, its worth not withdrawing very small amount.

dude, it seems u are new to paypal. cuz the transaction fees are duducted at any point. even if u request widrawal to bank.
