It's not DP's fault, it's your fault for not doing due dilligence and not using an escrow service to send money to someone you've never met, There's a lesson to be learnt there.

+1 for the two posts above.. Escrow for example is $25 for up to $5,000. Better to be at a loss of $25 then $100.
Chargeback is not. Did you use your PayPal balance or funds from a credit or debit card? If it was a card such as Visa then contact your card company about a chargeback.
I think in case @humtuma makes a chargeback his paypal balance will go in negative and it will show -100 $. That money is long gone. If you try to make charge back you will lose your paypal account. As I understand a chargeback can only be made if someone steals your credit card and an unauthorized payment is made which isn't the case here.
Chargebacks can be made for other reasons. It all depends on how he funded the transaction. It should never be done with PayPal balance. My personal preference is Visa, so I know I am well protected. You should look up PayPal's own guidance on it to understand what happens their end.
