PayPal vs. Slovakia

Hello guys, I need your advice.

I'm from Slovakia and I'm a little bit confused if I can use PayPal or not. Please go to PayPal homepage and click "Learn more about PayPal Worldwide". You'll find my country in the last table titled:

"Send Money to Anyone in the Growing PayPal Network"

What does it mean for me? I know I can't upload / withdraw funds from / to my bank account to / from my PayPal account. But can I use PayPal at least the following way?:

I design some logos, so could I accept PayPal payments, couldn't I? I would then spend the money online, e.g. I would buy some domain names and other stuff. Would this work?

To summarise, can I send & receive money via PayPal?

Maybe I will also be able to find someone who will make me a PayPal vs. Moneybookers exchange.

As a PayPal alternative, I use Moneybookers. They're good and even charge you less than PayPal, but I'm in a disadvantage, as many buyers pay strictly via PayPal only.

I know there are some guys in my situation (guys from the countries in the last table), so I'm expecting your replies. But of course, everyone is welcomed to reply. :)

Well, it is refreshing to know that there is someone who actually checks to confirm if they can use the Paypal account instead of just cheating the system and putting in another country in there to circumvent the system.

Yes, at the moment, a member from Slovakia can only pay through paypal and it is a one way transaction. This means that each time you make a purchase, it will be funded by your credit card. Because Slovakia is a newly added country, it will start off from the bottom rank. In time, I am sure they will allow you to do more.

You cannot accept any Paypal payments at the moment. If you want to buy domain names and stuff, you can do so. That is not a problem. So that means you can only send money via Paypal and NOT receive.

Thank you Eddy for your reply.

So, I will have to stay with Moneybookers, as I have no credit card either.

Seems European payment processor could be good option either like multicards, chronopay, interpay etc.

This is actually b*ll s**t, Poland was added at the same time all new EU members were, but now they even have their own paypal.pl site. paypal just doesn't want to deal with smaller countries (including Slovakia), even Luxembourg is still on the "send only" list.
(they took our skype, but won't give even full paypal account in exchange:( )

Yep, I think better to have an European based payment processor.
