A virtual electron card? It doesn´t exist! Also the Payoneer is a physical Debit Mastercard, no Electron. Payoneer is not available worldwide, only to US citizens (but there are different programms and sites who will give you a card without being US citizen). The card is always for free incl. standard shipping. Another great plus of the Payoneer card is you can transfer money between cardholders and it has "high" limits.
In my optinion, Epassporte & Payoneer are better than PayPal for people from country limited by PayPal, PayPal is s**ck, i hate paypal.
