well paypal charges 1.95$ to verify the credit card. Maybe this is the reason for the refusal of paypal.

Help you with what? You already know the options:
    1. contact your credit card issuer's Customer Service department
    2. try adding a different credit card

BTW, there is a difference between debt cards and credit cards, maybe you got the wrong kind.

Contact your bank. As far as we know, that credit card could be stolen, etc. if the bank is declining the verification process.

Try to change your card if you have other cards. I had the same problems before and I called my credit card andThey told me that my credit card has been locked because some one tried to login to it over 6 times with the wrong password.

One of of my credit cards was blocked and I had to call the bank before they would let me use it on the internet. It was a 'security/anti-fraud' step.
