I was sending a payment to an Indian citizen and Paypal alerted me with, "We're sorry. We're not able to complete personal payments to account holders in India at this time." Therefore, if anybody is making a Paypal transaction with a user from India, keep this in mind. Thanks, -A.Kimbrell
Probably because so many Indian users transfer money as personal payments instead of normal payments for goods/services to get around PayPal fees.
It is very old rule Paypal applied in March 2011. You cannot send personal or gift payment to Indian Paypal. Many other rules are also applied at that time. The difference is that in Goods and Service payment Paypal cuts 3.9% + $0.30 fees from total amount (That is only we can accept) and in gift or personal payment we will received full amount(But now it is not available for Indian Paypal)
Personal payments to be sent to family members and friends without paypal fees. Normal payment for services we do which has paypal fees.
You should use the transfers to the family to get around the problem of transfers on Paypal. The is no other way. There is no other choice unless you have a business account. You can always look for alternative: Paxum, Moneybookers.

Why would you even WANT to send personal payments via PayPal? I've never ONCE sent personal payments with PayPal. if I'm giving a friend money, I just give them the money.
= hahaaaaahhaa usually customer ask for personal money. So that there fees culdnt be deducted !! yesterday only one selller of mine asked for personal payment !!
It seems that Singapore is next country to stop personal payments with immediate effect from 20th February 2013. They seem to have followed Indian rules...
This personal payment option comes only few years before so its better to stop all over the world just as before.
