I just tried to make a payment a few days ago using paypal. An update was required and I had to wait till Paypal credited funds into my bank account and put those figures in to paypal to verify the account. Now it says 'To Do... Policy update' I have clicked on this link and can't see anything to accept the terms or anything like that. Consequently, my account is still limited and I don't really fancy getting my sister round to use her paypal everytime I buy something. Am I having a blonde moment and am missing something really obvious? Thanks guys.
In my account, in the to do list, it is also staying that Policy update, but you do not need to do anything to it. Just read it an that's it. It was staying there from beginning of May, this year I think, so this is not new news. If your account is still limited, you should submit your tax id to paypal, with some copy of your ids. There is a link, in account overview, where it says "view limits", and there everything is written on how to remove the limitations and what to submit.
You need to check the limitation status and the reason why your account was limited. From there you'll be able to lift the limitation of your account.
It should tell you right in your paypal account what you need to do, if not then you need to contact paypal. From paypal's help section:
