Yes you can receive money and purchase things with funds in your PayPal account even though it is unverified.
I'm not sure you can use the account if you haven't verified it. I would expect the verification process is there for a reason. While you can receive payments, you can't use the available funds until the account is successfully verified. I would suggest you check Paypal terms for more information.

Not much point in doing so. You can use the Paypal, get yourself a Vcc, verify with the Vcc and get ban by them. If Paypal does not allow an account for your country, buying a Vcc to bypass their rules is quite a fast way of getting yourself banned.
Well you can receive funds in your unverified PayPal account but you will find difficulties at times of withdrawing it or sending it to other sellers. Why don't you just get it verified and remove all the hurdles? Thanks

Now that I already added Credit card and also added the verification code. But still my acct is not verified whatdo I miss here. Can It be verified only with a bank acct? Even though not verified, I still accept and make payments of course small money like <50 usd.
Why not verify your account? well if you add a bank account it will make it verified. If you don't have one use one of those pre-paid credit cards. It works!
