Yes without verification you can do transactions but to certain extent (you can check your sending limit also). But I didn't understand what do you mean by promocode?

You probably mean verification code - you will get it from your bank statemnt, once Paypal completes the testing transaction.

If you can't get an appropriate bank account, try a service liek RevoCash or Private-Card.com to verify your paypal with.

Get a debit card or credit card to verify your Paypal account. I used a Visa Electron debit card to verify mine.

Transactions for unverified accounts are limited to $500 USD

Purchasing does not require a code, just filling in the form and after click on cash out you will be sent to PayPal's secure form where you will need to introduce your emaill associated to your paypal account, not a code.

For unverified accounts $100 is sending limit (to other paypal accounts ) . $500 is a withdrawal limit which you can use and ask for a check to be posted to your address .

Then PayPal limits might be different for each country.

I have a PayPal Business Account, but a few days ago someone paid me using a non-registered email of my own.

Since my business is using eight addresses allowed, I had to signup again.

This time for a personal account and both the withdrawal and sending limits are set to $500 each, and this account is still unverified.

You must get verified by paypal so that in future you dont face any hassel with regard to sending limit. As an unverified paypal member you will be restricted to send a particular amount from your paypal account to another persons account once you have crossed the paypal sending limit which is very limited. So it is advisable to be a verified paypal member as it helps in the long run.

In order to get verified, you will have to collect the verification code which comes along with your first testing transaction. You can find the code on your bank statement which you will receive by postal mail.If you dont want to wait that long, call up the the bank and tell them to read out the last transaction which consist of the paypal withdrawal transaction. That transaction will consist a paypal number which is your code. You can then login into your paypal account and feed that code online.By this way paypal will verify you instantly.
Pls revert back if you still have some doubts.

Paypal debit cards are not for Indian users... :) , they only accept credit cards for getting verified.
