Paypal- trouble acceptin Credit Card Payment from Overseas

    Buenos días,
    This may be a beginner question, but I am very new at using paypal to send invoices overseas. I have sent invoices to customers overseas (Europe and Australia) a number of times in the last few months, and about 50% of the time when they try to pay the invoice using their credit card they get the message that "You cannot use that credit/debit card to make this payment". The problem does not seem to have anything to due with the countries. I have sent 5 invoices to different people in Australia, and 2 people paid with no problem, and 3 could not. All tried using their credit cards, and none were Paypal members.
    A few more details, the invoices are sent in U.S. dollars from a Paypal verified account, and are usually for a few hundred dollars. My account is based in the U.S.

    Would anybody be able to help this paypal novice with any reasons as to why this is happening. Any help you could give would be greatly appreciated. Thanks ahead of time for you help.

    If the customer use a valid credit card for an internet payment he or she should be able to pay regardless of the country. However the best thing you can do is contact PayPal for this strange issue.
