Hi! I have an unverified paypal account, which a friend from india opened for me since the Philippines don't support paypal. Now, I have money in my paypal account but don't know how to withdraw it. Will a VCC allow me to withdraw funds through xoom? Doesn't xoom only allow US verified paypal accounts? Because the paypal account set up for me is India. Anyone who can help me?
you can use it for exchange with someone. But there is too little exchanger accept paypal to other ecurrency.

I will suggest you to create an Indian account and then get payment using xoom or WU. You can ask any person who can do this. How much paypal do you have?

Hi Shainee! If you buy a VCC you can verify your account. However, you still can't transfer funds from your Paypal account to Xoom. Xoom checks IP addresses. You have to ask your friend from India to transfer the money.
Paypal now supports that in the philippines. Ever heard of EON? in unionbank? thats it. It supports paypal. You can now send and recieve money.

You guys just dug a half-year old thread. If this haven't been solved yet then the answer is: No, you can't. That feature has been removed. You cannot send money inter-Philippines.
