They only send payment from india to india through cheque. So your friend need bank account to deposit that cheque. Pick up facility is not available for india to india transfer.

Nope its not possible. They clearly said that india to india transfer only possible for disbursement method (bank deposit/courier delivery) not cash pick up.
Its not possible anyway. Your friend need bank account for that. They only allow bank deposit and courier method and both need bank account as they deliver cheque.

It'll take maximum 3-4 days to reach him and he able to deposit it anytime within next 3 months or 6 months (don't know clearly).

Well I saw this note in the Xoom website Now I'm really confused "Note: Xoom cannot process commercial transactions to India. For example, eBay purchases may not be settled using Xoom. In addition, Xoom cannot process money transfers where both the sender and recipient are in India, by law. "
Bro, just wanted to add that, in contrast to others opinions, such a transfer is not possible. Firstly, You are trying to pay Xoom via Paypal and you want these funds to be exchanged in INR and reach your friend's bank account. Leaving aside the fact that this could be a business transaction, Xoom only transfers funds when the "name on the paypal address through which you pay Xoom matches the name in the bank account in which you initiated a transfer" If such kinds of transfers could be done, Indians would have used the method years ago. Each transaction would have been quoted as a family/friendly transaction and all of us would have been very happy. Incase of further queries/questions feel free to post them here.
