Is there any third-party sites that will let me load a virtual card with my PayPal balance?

Use payoneer.com or virtualmoneyinc. However, payoneer is more preferable to me.

You have to apply for their debit card. Apply free with any website that offer this such as Text Links Ads, iStockphoto, etc. I apply via Text Links Ad. You will have to register and wait for the card the be posted to your front door. They claim it will be reached my door within 2-3 weeks but mine reached my post box few weeks late.

When you have the card, activate it. Register the card with your PayPal account. Then you can transfer your paypal account to the card. You can withdraw he money via any ATMs and of course with some fees.

Yes you can. Go to your account --> withdraw --> to card
Then enter the details. Once the card is loaded with your paypal balance, you can withdraw the money via ATMs.
