if i have a paypal personal account(can't accept credit cards) and people send money to me using their funds in their paypal balance,will the paypal personal account receiving limit still apply? It will just be a PAYPAL to PAYPAL fund transfer. And if u have a donation button and a personal paypal account,do receiving limits apply?
You cannot use the Personal Account for Business or even Donations so the Donation option would not be available to you. Accordance to the Paypal's terms, the Personal account is supposed to be one for personal individuals who make payments from their account and also to receive reimbursements from friends. The Receiving Limits would in theory apply to the use of the Buy Now option but not Paypal Send transfers unless the restriction is country related. Log into your paypal account and click on Limits and you should see what your limits are.
Good points. You cannot use Personall account for Business purposes. If you use it, your account will be limited after sometime.

All applicable payments that exceed the monthly limit will be placed in accept/deny status until you upgrade your account to receive the payments or you choose to deny them. If no action is taken, the payment is returned to the buyer after 30 days. The limit is reset monthly. Do Personal account receiving limits apply to all payment types? Question : Answer : No. Receiving limits only apply to the following payment types: Goods and eBay items. No other payment types will deduct from your available monthly limit. So if you go into paypal,and click SEND MONEY,and choose "service/other" anymoney you send will not affect ur limit.
