you can use getafreelancer for the purpose. upload money to your getafreelancer account, and withdraw them at your desired payment option. They pay through moneybookers, payoneer, and a few other options. But donot do it often as that will get you banned. I have never tried it myself but got a friend who has done it a few times.
try to get from them the Virtual US Account. it allows you to transfer from PP to the Payoneer virtual account using ACH and then you get the money on your card. I know Payoneer are running a limited pilot for this new service, it's the best solution I've seen for cashing out from PP
