It's nice to see another post like this. Why does PayPal "suck"? They tried to get your money back, yet the seller only had so much in there account. They also state that if anymore funds become available, they'll try to distribute them to you.

Yeah, why are you blaming Paypal, dude. If you're scammed how come Paypal is responsible. They try their best to recover money ;( but it's impossible if the money is already withdrawn.

I don't quite understand what you're saying, but they aren't going to cancel every transaction he's done, which may have passed the money along in order to fully refund you at this time.

When the scammer withdraw the balance, all the money which have been withdrawn would already be out of paypal's control. Blame the scammer and not Paypal. Sadly scams and frauds is just part and parcel of doing business. You can only minimize it but you will not be able to complete eliminate them. Make sure that you only deal with verified paypal account holders and not with unverified ones. Also use your judgement when you deal with the party, do not be blinded or sidetracked by the money but rather listen to your guts and do your due diligence.

The only way to prevent this from happening is probably to do what some payment processor does and that is to withhold a portion of the merchant funds for up to 60 days to handle refunds and disputes. But I doubt that would happen with paypal as people would accuse them of stealing money or something.

the only thing I hate about paypal is that they take some money off the amount you want to transfer to your bank account.

    It's only like 21p but it's annoying.

And they take another 50p or so for accepting a payment :p

    I received £10.00
    But ended up with £9.21

    lol

Well, Paypal is not a charity and it certainly have bills to pay so the charges are fair. If you benefit from their service, you most certainly would need to pay for it.

Put yourself in their shoes, would you provide your services or products for free or do you do it to at least cover cost and a little extra for yourself ?

Paypal should refund you the money and put the scammer in the red and collect on him and let it rackup with interest. I have had some doozies with paypal over thousands luckily they have always went my way.
