yes i had withdrew the funds but the work i have done the past couple of days on DP and other stuff that i have been paid for online was still in my account. So now im 134.00 negative. It basiclly took what I had already in there and then applied the negative charges.
now thats really stupid, that's a lot of money, i've never had a chargeback, that is too easy on paypal from what i've seen
They filed a paypal dispute... " The item sold in the listing must be a tangible, physical item or good which can be shipped. All other items are ineligible for PayPal Buyer Protection coverage, including but not limited to intangible goods, services, quasi-cash, Gift Vouchers and downloadable or streaming content. Motor vehicles (including cars, motorcycles, boats and planes) and Live Auctions will not be covered. In addition, items prohibited in the PayPal Acceptable Use Policy are ineligible for coverage. If an item does not meet the requirements in this section b.3, it is ineligible for PayPal Buyer Protection coverage, even if the PayPal Buyer Protection Seal is displayed in the item listing. " This is the one more specific to ebay but it is the same general idea for anything sold on paypal. So like I said numerous times the buyer in this will lose the dispute the second you put the shipping # as intangible good. So you put what your good is and paypal will then give you the funds back.
Is the buyer a member ? , When selling I accept payments as paypal funds and the item is written as an explanation and service etc is selected so there is no address. I am sorry for you , I hate people that steals people's handworks.If I were you I would make site dedicated to the scammer and I'll write the scammers name - address and exact telephone number.
There is another scammer (on this forum as well) that I would love to list on that website for pursuing a fraudulent chargeback.
On the flip-side, it might be possible the buyer never received your email because it is possible that email can bounced or get trapped or deleted by an over-active anti-spam mechanism. That happens to me a few times when I send my customers emails which they never received. Try sending it again or find another means to doing so. I ended up mailing or faxing them the details or sending from a different email account. Not everyone is out to scam, it could just be a mis-understanding.
So, why not emailing a "seller, what's up, I still have nothing" or "Hello, I'm still waiting my stuff, when do you plan to send them?" No, instead, without a word, he asked for money back on Paypal, and most probably once he got them....
I actually just went through something very similar except I was on the other side. I bought a product that was delivered electronically but wasn't as described. I filed a dispute with paypal and had to escalate it to a claim of which they IMMEDIATELY closed stating that they only cover the delivery of the product, not its usefullness etc. Maybe i've missed it but it doesn't appear he's saying he never got the templates? If that's the case, be sure paypal is aware that he received the items.
Well good news for is me. Paypal closed the case today. I put in the tracking number yesterday after I shipped out a CD and was waiting til later this week to see if he signs for it. When i woke up this morning I had an email stating that paypals resolution department had determined it was virtual goods and they do not cover disputes for such. Which i did not expect since i had added the shipping number. But reguardless i got my money back. In the future CDS will go out to anyone that I deal with that I haven't worked with before.
Woaw....Good deal. It didn't work out that well for me. I send a laptop, the buyer did a chargeback. So, even if I send track number and faxed evidence of ebay and post, the buyer got the laptop AND the money. It happened times already. A seller will always lose the deal with chargeback I guess... So, I convert myself to buyer now
I was reading this thread and i was about to tell you this about virtual goods.PayPal sucks.Maybe it's good for you that they don't open disputes for virtual goods,but it's bad for me.I open dispute 2 days ago and this is what i have received: "Dear Referrals World, Our investigation into your claim is complete. As stated in our User Agreement, the claims process only applies to the shipment of goods. It does not apply to complaints about the attributes or quality of goods received. Therefore, we are unable to reverse this transaction or issue a refund." I paid $230 for something that i later found that it's worth $50.And the seller got no resell rights for this.

PP is terrible, the fact most prefer it is the unfortunate reason I stay. I lost a lot as well and I had been a member for years without realising how it works, the guy that conned me knew their system inside out and frauds people on a daily basis. I moved to moneybookers, they are the same as paypal with their fees (they take % when you transfer to bank) but you feel a bit more secure because they don't steal your money. If you deal digital goods over PP just hope for the best, I only accept from verified sources now in hope that it will be a little better.
