    This is good news for many... who earlier resorted to hiding their identity just because of the under age factor. Now... students can openly have a paypal account of their own! :)

    Protip: if you have a US mailing address you can still receive the card and it will work in other countries, but the address will need to be confirmed with a cc. The reason they limit it to the US is due to the fact that a debit card is linked to it and there are a LOT of rules related to financial instruments in other countries.
