it depends on which country paypal you have,in some countries you wont be able to send money unless you verify your account

You can send and receive money even if your are unverified. But you have a limit for this. Why are you not verifying your Paypal account? It is not a difficult task. Just link your bank account/credit/debit card.

Yes, it's much better to use paypal with status - verified, but my country (Georgia) is not in list of paypal. This is very strange for me, because there are some very poor countries, but this is not subject of this topic.
So, I chose neighbor country, but I have not card of its banks. I only need send and receive money from another users, and as I understood, I can it with limit - $500.

 

If paypal doesnt support your Country,you had better choose another payment method..

To verified Paypal status, you must use credit cards. But if you don't have it you can use vcc service

If your country is not supported, you better choose another payment method instead of choosing another country. It may impose risk on your account.

However, just contact paypal support in order to clarify the situation regarding the support of your country.

 

You can send and receive money but there are limits, there is a subsection of your PayPal menu which tells you your limits.
