Finally paypal is now available in the Philippines, I was very excited the first time I heared this. But at the end seems nothing happened. What is the use of paypal for us if we can only use them to send payment but can't accept fund from other paypal user and other ways to fund our account.

Is there a way a send only account be fund?

I would believe that a Send Only account can be used to make purchases from vendors who use paypal as a payment option. I would believe you can use your verified credit card with the account.

Well, I think there are more buyers than sellers on Paypal and if you cannot fund the account from other paypal users, you will thus need to fund your account using a credit card and you know what that means, paypal will be able to charge the merchant a fee for collecting credit card payments and it makes money from all the people from these 'Send Only' countries indirectly.

But my personal guess is that because of how Paypal is run, they need to negotiate with the local banking authorities to integrate with the system. I am sure they will expand the services soon.
