Nice, eddy! Getting around Paypal is still a little confusing to me. So, from what I understand, within 60 days it's basically a free double transaction, getting a payment and a refund for the exact same amount. After that I can still refund, but I would incur into all charges, for 1st payment and refund. Right? Thank you!
If it's after 60 days, it is treated exactly like making a payment. So, you would not have any additional charges, but the person receiving the money pays the paypal fee. If you need to refund the whole amount, and you want to cover their fee, us a reverse payment calculator to figure out the additional fee you need to cover. I believe that Fean0r does not like to refund people as it would mean he would be losing money. Personally, I would opt to refund my customer if I know that I cannot satisfy their requirements. I rather have happy customers as they bring in positive vibe rather than angry ones which would hurt my reputaion.
You can also go right to that persons name on your statement, click on details, go to the bottom of that page and hit "issue refund"
