I have a few questions related to paypal and i'm seeking experienced paypal users to kindly reply them: 1. what are some popular countries with the highest paypal sending limits 2. If i created an account with a specific country's ip address the first time and logged in later from an ip originated from a different country, will this get my paypal account banned/blocked? 3. is there a difference between sending limit and withdrawal limits 4. does sending limits is per month or as a "decreasing total" until verified? 5. what countries that can be verified via VCC (Virtual Credit Card) without the need of a banking account. I heared USA has to be verified with cc+banking account, is this correct 6. i'm not from the US but i have an unverified US paypal account, can it be verified without banking account like a VCC only or it's not guaranteed? 7. is there some countries that has sending limits for example like $100 or $500 that i can send money out of it without verification? and which are those for example? and finally if someone here is kind enough to create a paypal account for me using their country dial up connection (in case you don't wanna use your broadband ip address) knowing that this account can be verified in the future via "VCC only" if needed without a banking account I would greatly appreciate it and i will pm you with the e-mail address and password to create it with. 1) I believe that the US/Canada have the highest limits. 2) I frequently bounce back and forth from the US to Canada and vice-versa. I'm sure they keep track of this, but it has not caused me any issues as of yet. As far as creating a PayPal account for you... That would violate a number of TOC's and laws in some places. Personally, even if you have the best of intentions, I would not want to be involved (my IP or otherwise) with an account that I do not have anything to do with. I'm sure that most (legitimate) people will feel the same way.

If I understand you correctly, you are asking if you can send the money to another person's PayPal account: It is possible, however PayPal could consider it a risk, which could cause the receiving account to have issues.

As long as your account and his account are in good standing and the amount you want to send does not exceed your limits, then you can do it.
