You can open paypal account without credit card also but it is called unverified paypal account so there is some sending and withdrawal limit for that. If you verify your account with cc then you'll get unlimited sending limit and good withdrawal limit. 18 years required for this as far as i know

Just open an account (paypal account) with your parents name and verify it using their bank account or credit card. And keep one thing in your mind that always give them true information if you want to use it for long time.
You can also apply use a debit card to verify your account. In some countries they do have different age limits to apply for one. It works just as good as a credit card. If not, then you can consider asking your parents like what deluxdon have recommended, but to apply for a debit card instead. So your parents will not have any worries of their credit being handled by you. Just my 2c.
Since if you use your parents details to sign up a paypal account, they are the exclusive paypal account holders. Make sure that they are aware that you sign up with their details because if anything happens, they would be responsible.
