You must have a basic account.

Charges are applied to funds you receive from a credit card payment. Transfers from a PP balance incurr no charges.

Premier and business members always pay a fee.

Its called a Personal Account and not a Basic Account.

A Personal Account is only charged on Credit Card payments and there is a limit of receiving 5 credit card payments in an year.

You can have one premier and one personal account. Having just one personal account restricts the number of credit card transactions that you can do

Open a premier account to accept CC funded payments and open a personal account to accept normal ( non-CC funded ) payments .
Fees is charged on every transaction under premier account whereas no fees is charged for transactions under personal account .
