I have paid money to one of independent merchant through paypal here but he did not deliver the work.so my question is if i file a complain in resolution center then do i get my money back for the items i paid?

You can open a dispute, but I am not sure if you can get your money back since it is not listed in any of paypal terms or conditions
Have you sent as goods or service? If you sent as goods, file that you did not get goods, u will win sure . If you sent as service, chance is 50-50, so, you may win or you may lose . First Open dispute.

You won't get your money back. If you payed for a service such as article submission, directory submission, website design, or anything where a physical item is NOT sent to your residence you will lose. The reason is because even though you can prove a virtual good was serviced or not Paypal does not warranty virtual goods and services. The only way to get your money back would be to do a charge back with your credit card company which would make Paypal very mad at you and they would start harassing you with phone calls and stuff. So to sum it up... If you did not receive a physical item you won't win.
Can you insert write name to which you want to transfer money from your paypal account ? If you made any single mistake then you will not success.... If you are right then you carried forward mail which you got at the time of transferring money from PAYPAL..
yeah PP seems to be more seller protected when it comes in intangible items. So if you ordered something that's done electronically you probably wont get a refund, unless you used a CC and like stated you can do a charge back.
Paypal is 90 % on buxers side. I have been a seller for years and 90 % of all compleints have been resolved against me!
this is very true. there's no way you can get your money back. already had many bad experiences with paypal. seems like paypal favors service buyers more.
