Your receivers verification doesn't affect to your paypal accounts safety. Its also a usual paypal transaction. However a senders account verification is important to prevent unwanted charbacks.

Should be perfectly fine to send money to an unverified user.

Unverified accounts typically are accounts which cannot be determined if it is real or not and whether the person is who he claims to be. I would say not to deal with unverified accounts because you do not know who you dealing with. Besides chances are the other person may be in for fraud, underaged, have bad credits, from a non-supported country, using fake details or have something serious to hide. Otherwise there is really no good reason not to get your account verified.

That would probably mean encouraging users to delay verifying their accounts or not to bother at all if they don't want to. Sending funds to an unverified account isn't something I'd recommend, regardless of the amount. Even if it's a $3 deal , why lose it if something goes wrong? It's still a 3 dollar value.

Well if you personally know the person such as a friend or a relative then go for it. If it is however someone you see on the forum then probably best to only deal when he is verified.

If it's someone you trust then you shouldn't be asking questions like "is it safe to..." in the first place, correct?

If you mean to withdraw via check or bank transfer then well it depends on which country you are from.
