Don't bump the thread with :"Still waiting for an answer".

You will get an Infract by DP on your account.

once you used your bank account or credit card details, you cannot use the same details on other paypal account (whether you removed your bank/card details or not)

No. Once your account is limited no information can either be changed or removed. You need to just give paypal the information. Why was your account limited in the first place?

You have two options here :-

    1) Work with Paypal to get your limitation lifted or
    2) Do not use Paypal ever again.

You are not allowed to start a new paypal account if you have one which is still limited. If they allow you to do so then the whole purpose of limitation has no meaning at all.

Find out why you are limited and how you can get your account limitation lifted.

As I said earlier, once you entered the details they are permanent unless they decided to remove it. Even if you close the account and recreate new paypal account you cannot use the same details.

Try to fix the issues by providing the enough details they asked for or try to create a new account under your spouse/parents or other close relative whom you can trust and start using it.

if you are violating their tos again you will face the problem with your new account too.
