Just go to Resolution Center (link is there at homepage of your account) and check there that what they want you to do further for remove limitations from you account. Follow their instruction step by step thats all.

Find out why your account is limited and do whatever Paypal requires you to do to lift the limitation otherwise you cannot do anything.

If you have not verified your account yet then go use your country bank-issued credit card to verify your account and if you are from a country which requires the use of your local bank account to verify then do so.

If it is because they are asking for some documentations for some sales then provide them with all the necessary documentations. If it is because of a dispute then work with them to resolve it.

If they require more documentation to certify that you are who you say you are and that all your details are accurate then go ahead and fax them everything they need.

Remember never use false details or documentations, do not use documentations which do not belong exclusively to you.

If your account is limited, they will have told you why it is so and what you must do, do check your emails for that. If you do not see anything, check your spam folder.

If they give you trouble even after you have done what they told you, get a lawyer to write them a letter demanding they unlimit your account.
