An invoice is just like a statement listing items delivered and their price. Usually if payment is made after delivery the seller may send invoice to the buyer for payment to be made. If you are a seller and accepted payment PayPal may ask you for invoice if certain transactions are disputed or if they find it suspicious.

If you bought things from a store before, you would know they give you a piece of paper which tells you what you bought and how much you paid for. Well, that would either be a sales receipt or an invoice. It is common business practice to issue invoices or receipts to customers for sales of goods or services. This is the same with online sales too. Just send paypal a copy of the sales documents which you furnish your customers when the sales in conducted and that should settle the issue.

The invoice they are asking is the invoice you are raising to your clients for purchase of the service or your goods, if you have that it should show your details properly

    Nope. Not that one

You need to send invoice details (transaction invoice with buyers and sellers if any). Or else contact them through phone and let them know that there is no such invoice exists for those transactions.

    DON.

It is high time paypal devised some alternative arrangements for dealing with digital transactions...

They seem to keep asking for invoices and contracts which a common person never issues while dealing in smaller deals...Not everybody is running a company. There are many individuals selling their skills and services for very small amounts...It is not feasible for all to do business in a formal way.

When will Paypal introduce these changes and stop harassing individuals?

Actually if you use the merchant services like you are supposed to, you will have an Invoice. Go to Request Money tab and select 'Create an Invoice'. That should settle the Invoicing issue. After you receive payment, go create the shipping documents.

I think the trouble is that most people here just ask people to do the Send Money which is supposed to be for non-commercial purposes or if they already have their own shipping and invoicing system.

Paypal is and always will be a service of payment for non-digital items because that is the only way they can have an independent 3rd party evidence that the item is actually shipped by requiring you to provide proof of delivery. Email delivery can be faked and it is no telling if the seller actually ship anything.

Let us assume that jatin composed and sent an article as an email attachment and charged $2 for the same. Where does the question of an invoice arise?

Whatever you think is fair or not, does not really matter. It is just standard business practice to issue receipts or invoices and not something Paypal make up to make your life difficult. Like I said, just use the Paypal's Invoicing system and that should work for you. It just takes a few seconds to complete it and save you a lot of trouble.

Just to set the records straight. I had followed this invoicing system and yet my account was put on hold by paypal. Yes, I do content writing and writing articles and had used invoices for each and every transaction of mine. Paypal sent an email with something like `There is an unusual activity in your account.....'

And yes, I had verified my account using credit card. Following the `hold' I had done everything requested by paypal, resetting my password, secret question's answer, faxing across my bank's statements, copies of my utility bills and my medical papers (address proof as required by them)... yet my account has not yet been cleared and the cash sent by an unverified purchaser were returned back to him. I also rang up paypal, yet they kept on making lame excuses. When I got the call transferred to a senior official, he too maintained the safe rigid stance.

In this case I'd reckon that paypal thinks that whatever they do is fair. They are what they are today, because there is no competition and the day a trustworthy competitor does turn up, they had better be prepared to shut shutters.
