The 180 day rule is based directly from Visa / MC's 180 day chargeback liability policy. Right now your only choice is to wait it out or keep talking to them to try to get it resolved. If you have a bank account attached to the paypal account you will be able to withdraw the funds after the 180 days (At least in the US).. Normally, they will hold and not release funds if they do an investigation and they do not find what they are looking for. Or, if you have a few fraud reports against you, or you get several disputes in a short amount of time, or you issue a bunch of refunds in a short period of time. Thins like IP flags, rapid volume or transactions amount increases can cause them to restrict your account, but these can almost always be cleared up just by communicating with them. In these cases they will normally ask for invoices, tracking numbers, phone or utility bills, or other general verification. If they don't give you any info, and wont even talk to you about it or give you any other instructions on how to clear it up, I would bet that some sort of fraud or unauthorized items / services were reported against you.
may be someone lodged a complaint against him well I agree with jestep. I guess this is becuase someone used stolen credit card to pay him. Is hard luck. No choice but to wait and see
Have you sent all your Id to them ??? PLs do send your id and also dont forget to call them....they may lift your account limitation within a week..
