I'm a seller and I want to know if chargebacks can be made for payments made from the Paypal Primary balance. What if the credit card is not used directly through paypal, but through funds added in to the paypal account from a credit card? Can a chargeback take place?
Paypal still gives buyer protection regardless of what method was used. A person could no longer make a chargeback through their bank that issued the card, but they can make a dispute through paypal.
egold is the only that I know of where it is not possible. I think there may be a few others that are very difficult to impossible for a dispute.
Almost any ecurrency is non-refundable: e-gold, Liberty Reserve, WMZ, c-gold and Pecunix About Moneybookers: usually they don´t do refunds but in some cases they do: unauthorized payments (from hacked accs for example)

E-gold and Moneybookers are probably the two most popular ones that meet your criteria, but if you are a seller stating that you will only accept these two methods, you may be turning away potential buyers.
