yes.. that's why I'm wondering if I can change back from Premier to Personal. I don't have a high volume of transactions anymore. So I basically get charged to recieve money. I just "digg" for someone for $1 and it took off 33 cents....

If there is no way to convert back to a Personal account, are we allowed to make another paypal account? Or atleast close the 1st one?

You sure can open a Premier and Personal account both with paypal.
    That is fairly legitimate.

Also you can downgrade a Premier account to Personal account anytime you feel like. You just need to email the Paypal authorities for it.

I hope this answers your questions.

Well, downgrading is one option but it is a one time thing only. I believe you cannot upgrade in the future.

The premier account is great if your customers pays you using credit card. The personal account only allows for 5 credit card transactions a year at a higher interest rate and probably not for people who have regular transactions.

You can however have one Personal + one Premier account. Make sure that you have a separate bank account and credit card to verify the new account.

Thanks Eddy, I'm thinking of doing that. Since I don't have many transactions at all anymore, there isn't much use for me use a Premier account. So I may just re-open a Personal account.

No, there is no monthly fees for a premier/business or personal account. There is also no minimum number of transactions you need to do within a year.

The personal account is more for those people not doing business on the web and may use the account for paypal payments and making to sell a few items a year and collect payments through it. Paypal to Paypal transfer is free but Credit Card to Paypal is not free and is limited to maximum 5 transactions a year at a much higher charge.

However, the Premier/Business account is for those people who use their paypal account for business or are active with it. There is no limits on the number of transactions you can do and you get to pay an extremely low service charge for all incoming payments. The Premier/Business account allows you to integrate the shopping cart/buy now button and so on on your website to faciliate automated payment and fulfillment solution.

Definitely a better move. In case in the future you need the Premier account, it will still be there. Just log in once in a while just to be sure it is still active ;)

I am actually doing that too as I no longer actively sells anything through Paypal now and got the other 3rd party processors to handle all the transactions for me. That frees me up time to do my work.

There is a drawback though that I am aware of. There is a limit to how much amount you can receive on a monthly basis if you are using a personal account. I am not so sure what that exact amount is but its somewhere around 500 USD...

    My 2 cents.

Hmm. Then I see no reason for you to have a premier account ;) Create and use a personal account. If you exceed any of your limits, get back to your premier a/c till the end of the month.. And you can use the premier a/c to accept echecks and payments through credit cards :)

Does it give you the option to upgrade again? Because last night I upgraded my account to premier, I have been getting a lot of transactions lately so I had no choice.
