The act to upgrade from Personal to Premier is free. However, with a personal account receiving money from another paypal account with existing funds is free but with the Premier account, all incoming funds whether they are funded by existing paypal funds or through the credit cards will have a fee attached to it.
If it has been upgraded before then No. If it was signed up as a Premier then yes you can. Contact Paypal and they will do that for you.
Sorry guys, I think if your using a personal paypal account to run a business, then thats unprofessional. If its a business, don't be cheap, upgrade and use the business plan.
I agree with you Jmweb. The personal account is made mainly for outgoing payments rather than incoming. It probably may be sufficient for those few sales you make clearing your stuff in ebay and here. But pretty much that's it. If you are doing business then just a Business or Premier account.
You can have one premier and one personal account. The limit on CC transactions and the receiving fees differentiate the personal from the premier one.
personal is excellent option for occasional sellers while premier and business is good for people who are involved in business
Get yourself one of each account type (a personal and a premier / business account) and use the first one for transactions where people are paying using their Payal balance so you can save what you can by avoiding commission fees where possible.
