I have never understood this thing...How to identify that you are dealing with hacked or stolen paypal account? specially i have read more and more about scammed by hacked paypal accout? Is there any safe way ...i mean with paypal, how to protect yourself while using paypal? Does 'verified paypal' solve this problem?

I guess the only way would be to manually process the order and require your customers to provide mailing address. You could try to trace IP address to the Paypal account holder's mailing address to see if they match at least geographically.

that wouldnt work because they just use proxies on the customers mail address.

Well, if you do a traceroute back to a proxy, you could tell that the access is through a proxy/server IP rather than from a consumer ISP's IP address.

Nope. Automated would mean the increase in speed but it would mean a reduction in terms of fraud protection. Paypal does not check anything anyways.

Of course if you use Plimus.com , they will apply the pre-checks fraud protections and would flag suspicious transaction for manual processing.

well its a very Good Question indeed. see what happened with one poor Guy Here
The best way is to Manually Check if everything is okey. Else Refund the amount and Block the IP.

Guys what you think about sending them Invoice for the payment?
In that you can mention, as agreed and verified you are satisfied with what you have recvd. for this invoice.

May be that could help in winning the dispute, if something goes wrong?

Thats possible, but what if your not around to do that.. also it makes the customers wait and not get the stuff after payment
