Yes. From the PayPal user agreement:

You may not use PayPal to send or receive payments for any form of gambling activities, including but not limited to payment for wagers, gambling debts or gambling winnings, whether conducted online, in person or through any other means of communication. Gambling includes placing, accepting, recording, or registering bets, or otherwise carrying on a game of chance for money, property, or other thing of value. This prohibition includes all gambling operations, even if and where such activities do not constitute unlawful conduct.

Theres more but you get the gist.

I think you should use a high risk merchant those who are expertise in dealing payment related to such business like ChronoPay, Instabill, gspay, netbilling etc.

It is against the rules but rather hypocritical on there behalf as you can use paypal as a deposit method on both ladbrokes and betfair

I don't think paypal will accept gambling sites, best to look other payment gateways that deal with such business as suggested by travellerspoint there.

I don't think that you will get in trouble for accepting a payment from a business for link building. Paypal just doesn't want you to gamble with the money, especially since the US government passed a bill officially limiting it. Just don't gamble with them, and ask if he can pay through an unconnected account/way (bank account, credit card, etc.).
