i have selled links to buyer. and after 10 day he put a claims. i escalate the claims with some proofs chat transript. i got a email then. to me show details 9:35 pm (1 day ago) Hello , You have chosen to escalate this dispute to a PayPal claim. You shouldn't worry paypal only cares if you delivered the product to him i have seen this happen before to a friend of mine and paypal will eventually side with you and not return the money to the guy mainly because of this part you put up "PayPal's Buyer Complaint Policy applies only to the shipment of goods and not to complaints about the attributes or quality of goods received" you will win as long as you prove you sent the goods
In my experience, if you cannot provide proof of delivery to a person then they will refund the buyer. Not great when Royal Mail dont ask for signatures when they are supposed too! Chris
If they ask u to enter shipping details over there write .. Digitally Delivered.. it helped me one situation paypal understood and took my side
I believe when it comes to claims, paypal only accept tangible items for buyers protection. Therefore paypal will not send back the money to buyer if its a service or digitally delivered. You just have to email them and tell them exactly what you sell. As the message of paypal to you, I think they are just telling you that they wont accept the buyers claim, however you must continue communication so paypal wont think you scam.
I have encounter this issues many times with PayPal and they always favor the buyer and refunded the money. Paypal will ask shipping proofs and that you will not be able to provide as they are digital goods so paypal gonna favor buyer as you won't be able to explain this to Paypal that you delivered what you were paid for.

If it is a digital product, and the buyer file item not as describe, paypal will side with the seller most of the time. If it is a physical product, you must provide the tracking number.
