Paypal not allowing me to receive payment?

    Alright, I have never receive payment on paypal but only used it to buy stuff on ebay while using my credit card through paypal. About one hour ago someone tried to pay me for a service but that person got the following message:

    "Your recipient is not able to receive funds at this time. Your recipient must first set up his or her account to receive funds."

    I have search all over the web for this and I can't get a straight answer. Can someone please help me with it? I try to tinker around and re-confirm my email and all that but I'll have to wait to request payment again but still, I'm not sure what is happening and whether it is working.

    Can someone help me to fix this problem and also maybe send me a very small amount just to make sure that its working (or not)? (by small amount, even $0.01... I just want to know whether its working)

    Some countries are not allowed to receive payments. Maybe it is the case here. If you have moneybookers, I could help.

    I have read somewhere that re-verifying email would solve this problem. I have just set a new mail for my account and then verify it making sure that everything is perfect on that account. If someone could just send me the smallest amount possible on paypal for the sake of 'testing' whether its working or not, it would be really great!

    May be sender did mistake in spelling for typing mail or id

    He might be scamming you, telling you that error message when it was acutally a lie.

    Lots of scammers on the internet

    Actually, the person tried to do the transaction again when the problem arise and it was through teamviewer that I was able to copy/paste this error message. The person is legit and there is a problem on my side.

    Why dont you contact Paypal? you may get answer for your problem and also solution :)

    I actually did that around 2 hours ago! I actually feel dumb for not doing that first. I am so use to just look around and search for solution till the moment I just checked the support page and saw that they would deliver help within 24 hours most of the time, heh! I'm crossing fingers for now. :)

    So How did you you contacted them-by email or call? Calling is best than email since if you call,you will get reply within some minutes and by email,you will get reply within 24-48 hours :)

    Ok, I got a reply within a few hours time, I contacted them through their online form. Apparently, I live in a country where I CAN'T receive payment. :/ Suddenly, all my ebay plan and other plan got wasted. *sigh*

    But well, I have try to make my braincell work and try to find a work around. I have found a few thing, about virtual credit card, etc... I have just open an account from the France paypal portal and I am in the process of acquiring a VCC. I have finish order and waiting for the pin/ID now... life is so hard when you live in a small island *shrugs*

    Guys , i have the same problem .. i work online and i get paid via alertpay , but today i wanted to change my paymen method to paypal .
    The company which i work in paid me but didn't got the payment .. i believe that im in a country which paypal can't receive or send money , but not sure , how to verify this information without having to contact paypal ( i live in tunisia btw )
    so if anyone have a solution for this , please help
    im thinking of making a new paypal with like France address , i know i can get paid then , but i want to buy things from the net , which it will be impossible to send it to the virtual " France " address
    What to do please
