As far as I can tell, there is no difference. Personal transactions from another PayPal account in the same country are free, everything else has a fee, no matter what kind of account you have.

Personal PayPal accounts are only meant for "individuals who shop online" (their own words). If you are selling goods or services you should have a premier or business account.

    See the fees:

So if I'm selling my forum posting services, do I need to upgrade to Premier?

I think that PayPal will eventually force you to upgrade to Premier if you are using your Personal account for business. As far as I can tell, there is no disadvantage to doing that, but maybe others can comment on that.

hate those greedy bastards, damn paypal!

And fees are confusing, for example I received 10$, the fee should be 0.30$ + 3.4% = 0.64$, but the fee taken was 0.69$
    How come?

As we all know fees are now applicable on personal account too. E.g. if someone is paying payments in bulk on one particular day (around $100) in every month using personal tab. The account type is business. Will this be create any problem?

May be the sender selected the personal tab and therefore you have not been charged for that transaction
