Don't fake anything, just explain them the situation because if you get caught then you're doomed. You can call them via Skype for free.
You should send them your indian document without any problem just give tham a call and explain your situation. never send them fake documents

If you buy electronic goods usually you will receive an invoice that includes your name and address. Try to send that invoice to Paypal. Good luck!
You should submit your real information while creating paypal so you can submit your proof of documents in case when paypal need in case of limited account.
That's fine, just call them out. As i know they accept some other document such as bank statement or even phone bill in some special case

You did mistake by creating that virtually local account. It doesn't matter how you open the account, but PayPal will get your origin from your frequent login ips & account creation ips. Mind that every major web portals use to keep logins logs including ip from very beginning of the account. If you have any other document's that reflects your being on Saudi, then you might get a chance. However best of luck.
You can also use an address verified credit card to go ahead and confirm the address on the account if the option is available in that country.
