I have emails from paypal saying something like that as well:

But once you clicked on the link you could it was a phishing site(e.a. it was an anchor pointing to a different place)...

Apparently, I have been recieving ALOT OF PHISHING EMAILS FROM PAYPAL RELATED COMPANIES(Ebay as well) SO BE CAREFUL
AND I WAS MOST LIKELY THE FIRST ONE TO SUBMIT THE EMAIL TO PAYPAL(THEY ACTED SURPRISED WHEN I TOLD THEM........)

This is the email I got from the real paypal

    And I have been tracing it to an IP in Houston,TX....and the ip was 6 7.1 5.5 4.1 4(this isn't the phishing's site's ip)

Also the phishing's site's ip points to Rogers Cable Inc. ROGERS-CAB-15 (NET-72-56-0-0-1)
    72.56.0.0 - 72.63.255.255
Rogers Cable Inc. Wlfdle DOC-2-7-0-1-WLFDLE (NET-72-61-82-0-1)
    72.61.82.0 - 72.61.82.255
So I assume that someone using 1 computer at home is some how running a webserver through a home cable connection with a "ripped paypal" site that only wants your creditcard info...and it uses a 8*** port number.....

and similar neutral addressing methods are an absolute proof for phishing mails
it is paypal's policy ot always use full first name and family name in all emails

in addition when moving with cursor over the links you see that the actual hosting or IP is clearly a NON-paypal destination

    Hi All,

I received a reply from PayPal, I'm pasting it here

    *********************************

Hello my name is Hiroko, I will be happy to assist you with your question
    regarding .

We can confirm that the email you received was sent to you by PayPal. We
regret that this message created concern, and encourage you to continue
reporting suspicious emails by forwarding them to . For
additional tips on how to protect your privacy, prevent unauthorized access
to your account and to learn how PayPal protects you, please visit
    http://www.paypal.com/security.

At this time, you do not need to take any action and you will be able to
continue using your PayPal account as you do today. We anticipate that
PayPal Private Limited will begin operating on August 1, 2006. At that time
your customer relationship will automatically transition from PayPal Inc (a
US company) to PayPal Private Limited, a company registered in Singapore
and the services provided are regulated by Singaporean Law.

Under PayPal Private Limited, there will be minor consequential changes to
the User Agreement and its incorporated policies and the Privacy Policy
that will not include U.S.-specific references and it will be modified to
comply with Singaporean financial services and consumer protection
requirements. Once the transition from PayPal, Inc. to PayPal Private
Limited occurs, we will post updated versions of our User Agreement,
policies and Privacy Policy to our Web site.

The ownership of your relationship with PayPal is transferring to this new
entity as a result of your country of residence. Your personal information
will still be stored in the United States and governed by a privacy policy,
which is very similar to the one previously applicable to you.

If you do not wish to hold a PayPal Private Limited account and would
prefer to continue your relationship with PayPal, Inc., you may only do so
if you are a resident in the United States and your primary address in your
PayPal account, as of 2 August 2006, is a legitimate postal address within
    the United States.

It is my pleasure to assist you. Thank you for choosing PayPal.

    Sincerely,
    Hiroko
    PayPal Global Services

It is not a Maybe, it is really true. If the people at Paypal say it is true, it has to be true. There is no reason why they should lie about it.

We are already getting our checks from paypal singapore. so, it's not surprising that the accounts will be held now with paypal singapore. As mentioned earlier in this thread, the reasons paypal is doing this is because of tax-benefits and operational efficiency.

There are likely to be some other benefits associated with this as well which we may see in the near future :
    1. Faster processing and delivery of checks
    2. Direct deposits/EFT to our local bank accounts - a much needed feature
    3. *Probably* - the option of choosing to receive a check by express mail/ courier

I also received this for Paypal Canada. It seems to be legit and makes sense. Banking laws around the world are different, and after the trouble paypal has faced in court recently, I can see why they are making the changes they are. My email came addressed to me personally, and told me to log into my account for "Contact Us" assistance. No links were in the email. There would be nothing for anyone to "spoof" from me.

Now is 2nd August 2006, Until now, there are nothing regarding this matter at Paypal Official Sites whatsoever. I don't know why? Not even in their Updated Policy (last upade at 20th July 2006) news whatsoever.

    Maybe it's a bogus notification.
