Mostly No. Unless you want to stop doing business with them. If you are NON US,your account will most probably be automatically transferred to their Singapore branch.

well i didnt receive it either, that is why i dont know if its legit or not, cause if paypal was gonna tell everyone about it then they would email everyone not only a few users. something is fishy about it. i will look into it and get back

Ive got his too... and yes its from Paypal.... they dont ask you to login or click any of there link..... they just sent a news....!
So this is all true ? I don't remember seeing any sort of advertisement in Singapore if they have already moved.
I also got one for Canada. It has my full name, an email address that I actually use for PayPal (which rarely happens with the phishing ones), and no links. I'd say it's got all the criteria of a legit email and none of the tricks of a phishing email. Jennifer
And for those of you that said that you didn't get it, check profile > notifications. I have two accounts (1 personal and 1 business), but I only got the notice to one email address. That one was set to receive notifications of policy changes and the other wasn't Jennifer

No one has to do anything. They are informing us because they (probably legally) have to. I doubt that it will result in any changes to the way anyone does business. For those that didn't get the email, as stated, it's because you didn't tick the box to receive policy change notifications. If you think this is a scam, then don't do anything, you can't loose.
when the same happened with the new european paypal no account was closed they just were trasnferred to european servers on eu domains within eu all else remained the same except all became much easier to transfert money from and to pp accounts as well as for non-pp people to pay via pp
