Im startnig a dropshipping business. Ive registered llc in delaware but im non-us resident and cant create a bank account in there. my question is if i use paypal as merchant account is their invoices can be used as legal documents so i can declare incomes and pay my taxes in usa.

No. You have to have a physical us address and a US bank account to claim US for payments via paypal.

The problem is that if you ever get your account restricted they will ask for a utility or other bill verifying your address.

Yah, that is kinda frustrating. Not sure if you can sign up from outside the usa for this one, but one cool service I saw is GelPay.com. They take credit cards from any cell phone with an internet connection, as well as have digital invoices and receipts for people to pay on their own computer. It seems like it'd be particularly useful for door to door sales or people selling things outside where they don't want to be lugging around a laptop or getting those $1000 swipers.

Let me know if you try it out and it works for you.

If their algorithim sees an influx in business they stop you cold. we have $4k frozen in their account and are *thankful* they let us have the rest of the 8kK we made in 1 week-end. And we're selling FUNITURE!!! I may be able to help you as I'm looking into this matter myself. Same situation as you are in. PM me.

as i can see, incorporating an offshore company would require the services of an resident secretary. and that address would serve as the address of your company and you still can open up a bank account. as far as paypal is concerned, yes paypal can be used as a merchant account and the invoices could be used to declare income. I have discussed with a few accountants and i hear affirmative every-time. So good luck with your biz.
