No, Pakistan is not allowed. I think he was laughing at my inside joke which I state that only if a country is listed in the list of supported countries that you can use Paypal in but clearly Pakistan is not part of the list. Only countries in that list would be allowed to sign up for Paypal. The only thing is that if Paypal includes that country to that list or either that country is conquered by a country on that list before it can be included. However, I seriously doubt that Pakistan, a Soverveign nation will ever let any country conquer it anything soon so don't expect Paypal by this means any time soon.
