    I think they found the information you faxed them is not good enough for them. Incidentally, did you have any earlier problems with your credit cards, ie missed payments or any other issues which may cause your credit ratings to be less than excellent ?

    Write to them first and see what you can do.

    You will definitely need a real credit card issued by an international bank. Virtual Credit Cards do not always work and I believe that Paypal is in the process of preventing Virtual Credit Cards from being used as they do not come with the same level of credit cards as bank-issued credit cards.
