That is easy to reopen. You just mail them your bill address or cc pictures,cc bill address, you can reopen it. Nothing others need.
But there are other cases that you can't lift the limitation even though you have sent them these documents.
As soon as they verify the information, they will lift the limitations. The same thing happened to me. They were pretty good.
